She raises the possibility the "placebo" they received was actually harmful and made Provenge, known scientifically as sipuleucel-T, look better by comparison. Source

Home School Activities: Board Games We Love - Our House in the ...

My children have recently become enthralled in the world of board games. I was never a board game player. Sure, I remember long summer hours (days? it seemed like it..) spent around a Monopoly board, but I was never one to suggest to get out the cards, or a game. As my children have grown and they are now able to do activities with me, I started noticing that they really took to puzzles (when done all together) and the one or two board games I happened to have kept in the storage room. They were always asking to play Candy Land and so I figured I should branch off a bit.

Over the course of the last year, I have found GREAT games, even ones that I love to play alongside them. The amount of 'teaching' they have gotten through games is jaw-dropping. Counting, team-playing, math related patterning, are just some of the skills I've watched develop. I asked before Christmas on facebook what my friends and their own kids loved and I was thrilled with the response.

We have found over 2 TUBS of games and like new puzzles for our family, most of them for only $1-$2. Did you know that Goodwills and thrift stores are THE BEST places to find practically, or fully new games? Well, let's just say I rarely walk out of one without spending about $10 on 3-4 games...many of which are on my "Amazon wish list" for later gifts. You know I love a good deal....and now for the games we love!

Qwirkle is a fun pattern game that only involves the black tiles you see above. It's a challenging math game that my daughter got for her 3rd birthday per my request. Both of my children seem to have a strength in math, and although this game says it's for children ages 8-12 years, my (much) smaller children can easily get the hang of this game after a few examples. Of course, it's not always 'perfect' but that's why we play. We're having fun. This game has won a lot of awards, and is from the company Mindware, which I knew of from a previous "good buy" for my son's last birthday (more on that later). This game is not really discounted as it's fairly recent, and I have not seen it at any of the thrift stores I haunt. I really do think it's worth the price tag, though, if you have a child interested in math and patterning.The next game, Ravensburger's Rivers, Roads, and Rails is also a family favorite, even my husband enjoyed the time we played it. Beware, this game can last a long time, too! This was a game I had never seen nor heard of until a friend of mine mentioned it on facebook and after I looked it up, I loved the idea of it. The premise of the game is that each tile has a double side and on each side will be a river, a rail, or a road, or any combination of 2-3 of those things, and you have to 'build' a town until it ends. It's a really interesting game that many ages could enjoy. My daughter, at 3, was getting a bit bored after 25 minutes or so, but my son (4 1/2) was completely enthralled. Stefan and I also found it challenging since you can only have so many tiles at a time and have to use them creatively. I also think this is worth the price tag, but since it's higher, I would only suggest this as a birthday or Christmas gift. I also haven't seen this one in the thrift stores.

Sequence is a game that we did happen upon at the thrift store for $1! It looked brand new and although, to me, it looked a bit outdated, a recent trip to Target proved that wrong--it's in the same box. This is a 2-4 player game, ages 3-7, and builds on the strategy of '4 in a row'. There are free spaces, and each player has a color that when an animal card is drawn, s/he can choose which spot to put down their chip, trying to reach the squence of 4 any which way. This is also a game that takes minimal time (15 minutes, tops) but has been known to be a 'dead end' after all the pieces were played and still no winner. Definitely worth the $1-3 dollar price range, though I don't know that I would buy it for the Target $15.

I first saw this game on this post and was intrigued by the simple idea and the nice design. I also know that anything German-made is worth looking into :) Orchard is a game involving two to four players and is a cooperative game--everyone wins or everyone looses. The object is to get all of the fruit out of the orchard and into your baskets before the crow eats it all up. This is a simple game but the pieces are really durable (wooden) and HABA stands by its products--you can ask for a piece shipped to you if you're missing one! This is a great entry level game for learning colors and shapes and I would say it's great for ages 3-6. It's also a very quick game ending in, usually, less than 15 minutes. Busy Town is a Richard Scarry game that I became aware of when searching for a Christmas gift for my son. I decided to buy this one because he loves Richard Scarry and because it's a cooperative game (everyone wins or everyone looses) and that appealed to me not being very aware of how my children would react at their ages to winning or loosing games. It seems that it's no big deal to my kids, as usually the person/people who loose choose to continue playing until everyone has 'won'. This is a concept I wouldn't have given any child credit for had I not seen it. I remember being pretty apathetic to most board games (read: trying to loose if I lost interest) so I just didn't know how they would act.

This game is a race to 'beat the hungry pigs' with a really fun way to get ahead--a "Gold Bug" which is an investigation of finding objects through the town (and the 5? foot long board). Once everyone is hopped onto the ferry together, you can get to your picnic before the pigs eat all the food (which goes along with the spinner). It's a fun game and a quick one, usually done before the 20 minute mark, so everyone's attention span is still intact. My children often ask to play this numerous times in a row when it's out on the home-school shelf.

'Hunger Games' claims No. 3 ranking with $152.5M

LOS ANGELES (AP) ? "The Hunger Games" shot near the top of the blockbuster list with a $152.5 million opening weekend domestically, the third-best revenue haul ever.

That final figure released Monday was $2.5 million less than distributor Lionsgate estimated a day earlier. But it still was by far the best debut ever for a film released outside of the busy summer or holiday seasons and a record opening for a non-sequel.

'Buckliball' means collapsible structures with no moving parts

The buckliball is a 3D-printed hollow rubber sphere whose surface is covered with 24 evenly spaced dimples. The name comes from the shape's resemblance to the spherical carbon molecules, known as buckyballs.Sucking out the air from the buckliball causes the spaces between the dimples to collapse, buckling under an even load and closing the dimples to create a 26-sided shape - called a rhombicuboctahedron - which is about half the size of the original sphere.

Reinflating the buckliball returns it to its original shape, opening up a wide range of applications. The researchers say buckliballs could be used to design buildings that collapse and reform, create microscopic drug-delivery capsules or even find their way into a new kind of Transformer toy. Inspiration for the buckliballs themselves actually came from a toy known as the Hoberman Twist-O, which undergoes similar deformations.

The team have calculated that the dimples can be arranged in five different ways across a sphere and still share the buckliball's collapsing properties. And it turns out that viruses already use a similar 60-sided design to inject DNA into a host by opening or closing in reaction to the surrounding chemical environment. Buckliballs could potentially mimic this behaviour, triggering a collapse in response to electrical, thermal or chemical changes.

Google Revamping Search to Filter Out 'Spam' Sites

Google, hoping to win back some of the goodwill it has lost over the past year, is making it harder for spam sites to?game? the search engine, giving legitimate online businesses a better shot at reaching consumers.

Google?s [GOOG??642.59?? -3.46??(-0.54%)?? ] Matt Cutts surprised attendees at a panel during this month?s South by Southwest conference by unveiling an update to the company?s search algorithms ? which could impact the search results users see.

?

?We don?t normally pre-announce changes but there is something we are working in the last few months and hope to release it in the next months or few weeks,? he said. ?We are trying to level the playing field a bit.?

That phrase ? ?level the playing field? ? is one that could be music to the ears of small and medium sized Internet-based businesses, who have complained for years that an overemphasis on search engine optimization has made Google?s results less relevant ? and has cost them money. And it could be particularly beneficial for content sites.

?What Google is trying to do is get rid of spam sites,? says Matt Sullivan, eBusiness marketing manager at Direct Capital. ?People have been creating crappy content with hundred and hundreds of keywords. ? [Now,] if small and medium sized businesses put some thought and value into their website, filling it with content that site visitors will appreciate, then they?ll rank highly.?

Cutts has been called the ?Greenspan of Google? since offhand comments from him are dissected and scrutinized by the SEO world. And his SXSW announcement put that profession on alert.

?We are trying to make GoogleBot smarter, make our relevance better, and we are also looking for those who abuse it,? he said.

The search changes, while notable, are likely not a direct reaction to the company?s PR problems. While Google would not comment further on Cutts? comments, it did note that changes of this sort are typically in the works for a long time before they?re made public.

Although the changes are aimed at improving results for the end user, some IT departments and SEO experts are still grumbling. That?s part of the normal cat and mouse game that?s typically played between Google and those fields.

The site regularly tweaks its search protocols to battle companies who are optimized to rank high on Google, but have little to no useful content. (Those sites are typically loaded with ads and can be immensely profitable for their owners.) In 2010, for example, Google made more than 500 changes to its search parameters ? and another 520 in 2011. At any given time, the company says, Google runs over 200 live search experiments.

?10 years ago, my job was to trick engines into delivering traffic,? said John H. Denny, vice president of marketing for Advance Digital and a 20-year digital media veteran, in a Twitter post. ?Now it?s to trick clients into developing content that users want.?

The changes are likely to be welcomed by most businesses and content companies, since search is still a critical component of discoverability for customers. But as the Internet has evolved over the past six years, Google has lost its lead as the most important online tool for companies.

The rise of social media sites like Facebook and Twitter has negatively impacted search engines among people looking to make a purchase. Rather than searching blindly for, say, a vacuum, many people start by asking their friends. And many businesses have found their products go viral without spending a lot of time optimizing their sites for search engines.

?You can?t go into the online game saying ?I don?t need Google?,? says Sullivan. ?Outside of Facebook, it?s the most visited website. It?s how people are going to find you. But with the way social media has grown so fast in the past five or six years, that?s how businesses will be found in the future.?

Pope to meet Mexico president and faithful

Pope Benedict XVI meets with Mexican President Felipe Calderon and the faithful Saturday, after condemning the "evil" of drug gangs and praying for victims in the violence-plagued country.

Crowds of cheering, flag-waving faithful welcomed the pontiff Friday as he made his 20-mile (34-kilometer) journey to the city of Leon in the white Popemobile after landing in the central, heavily Catholic state of Guanajuato.

In only his second trip to the world's most Catholic continent, the pope, who turns 85 next month, is visiting Silao, Leon and Guanajuato in Mexico before spending two days in communist Cuba.

"Brother Benedict, now you're Mexican," shouted young people wearing white t-shirts bearing images of the pope, as mariachi musicians played at the airport.

Benedict comes to a Mexican church battling to extend its influence while faced with setbacks that include legalized abortion and gay marriage in the Mexican capital.

Although he did not address those issues directly, Benedict cautiously referred to the "incomparable dignity of every human being, created by God, which no one has the right to forget or disregard."

"This dignity is expressed especially in the fundamental right to freedom of religion, in its full meaning and integrity," he said on his incoming flight.

The pontiff also alluded to the strong Catholic traditions of the region, where a Catholic rebellion in the 1920s saw the faithful take up arms against laws that stripped the church of power.

Guanajuato is a stronghold of President Felipe Calderon's conservative National Action Party (PAN), which has roots in Catholic organizations.

The visit comes amid debate over new legislation, which Calderon's government is backing, to end restrictions on religious ceremonies in public places and a ban on religious involvement in politics.

Although Mexico is numerically the world's second most-Catholic nation -- where 84 percent of the population has been baptized -- Catholic numbers have dropped in recent years, partly due to the rise of rival religious movements.

Benedict said he would pray "particularly for those who suffer... all forms of violence," with expectations high for a strong message of peace amid a wave of drug violence that has left some 50,000 dead in five years.

He also called for efforts "to fight this evil which destroys our young," referring to drug gang culture.

Mexican authorities promised maximum security during the visit, with some 5,400 security forces deployed, while the archbishop of Leon even called on local drug gangs to agree to a truce.

The pope was set to face criticism over the clerical abuse scandal, particularly the Vatican's management of Mexico's most notorious offender, Marcial Maciel, the founder of the Legion of Christ order who died in 2008.

Mexican victims of the sexual abuse were disappointed that he had no plans to meet them.

Some 700,000 visitors were in the region for the sixth papal visit to Mexico, after five by the charismatic John Paul II, in whose shadow the trip inevitably took place.

A highlight of the visit was expected to be a huge mass Sunday in the regional Bicentennial Park, which sits below a towering statue of Christ the King.

In Cuba, the pope will also seek to follow in the footsteps of John Paul II, who was credited with strengthening the church's relationship to the state and urging the communist island to open up, though it remains highly isolated.

Benedict said that Marxism "no longer corresponds to reality" and called for "new models" amid so far timid changes in the communist regime, on the journey to Mexico.

Cuba's Catholic community -- which makes up around 10 percent of the population -- is willing "to help create a constructive dialogue to avoid traumas," he said.

Dissidents have held a series of protests aimed at pressuring the pope into tackling the government on rights.

Benedict's visit commemorates the 400th anniversary of Cuba's patron saint Our Lady of Charity, a statue of Mary found in the sea who is revered for her miracles.

The pope hopes to encourage religious fervor after more than 40 years of official atheism ended in the early 1990s, and a big turnout is expected among Catholics at masses on the island.

Afghan killings: Bales charged with 17 murder counts

Army Staff Sgt. Robert Bales was charged Friday with?17 counts of murder and six counts of attempted murder, along with other charges, in connection with a shooting rampage in two southern Afghanistan villages that shocked Americans back home and further roiled U.S.-Afghan relations.

The charges come almost two weeks after the massacre in which Bales allegedly left his base in the early morning hours and shot Afghan civilians, including women and nine children, while they slept in their beds, then burned some of the bodies.

It was the worst allegation of civilian killings by an American and has severely strained U.S.-Afghan ties at a critical time in the decade-old war.


?Bales was read the charges on Friday at the military prison at Fort Leavenworth, Kan., where he has been held since being flown from Afghanistan last week, a U.S. official said.

Bales' civilian attorney, John Henry Browne, said Friday without commenting on the specific charges that he believes the government will have a hard time proving its case and that at some stage in the prosecution his client's mental state will be an important issue.

Col. Gary Kolb, a spokesman for U.S. forces in Afghanistan, says Bales was also charged Friday with six counts of attempted murder and six counts of assault.

The decision to charge him with premeditated murder suggests that prosecutors plan to argue that he consciously conceived the killings. A military legal official for U.S. forces in Afghanistan who spoke on condition of anonymity to discuss the case, noted that premeditated murder is not something that has to have been contemplated for a long time.

Criminal charges including 17 counts of murder and six counts of assault have been brought against Sgt. Robert Bales for alleged actions in Afghanistan. NBC's Jim Miklaszewski reports this is the first step toward the eventual filing of charges.

?These are unsurprising charges, predictable charges. I would have thought there would have been a few more lesser charges because no prosecutor likes to lose his principal charge and see the individual walk so usually some lesser offenses are charged as well,? Gary Solis, former head of the Marine Corps? Military Law Branch and current adjunct professor of law at Georgetown Law School, told msnbc.com.

?But what will really be significant is when the charges are referred to trial by the convening authority ? because when they are referred, they will either be referred as capital or not. ? If referred capital, that will change the complexion of the case.?

A senior U.S. official tells NBC News that Bales is likely to face lesser charges?such as dereliction of duty and?disobeying a lawful order.

The 38-year-old soldier and father of two, whose home is in Bonney Lake, Wash., faces trial under the Uniform Code of Military Justice, but it could be months before any public hearing.

Legal jurisdiction in the Bales case is expected to be switched Friday from U.S. Forces-Afghanistan in Kabul to Bales' home base of Joint Base Lewis-McChord near Tacoma, Wash., U.S. officials said.

Defense Secretary Leon Panetta has said Bales could face the death penalty if he is convicted of murder, but it is unlikely. The U.S. military has not executed a service member since 1961. Legal experts say Bales could face a lengthy prison sentence if convicted.

The maximum punishment for a premeditated murder conviction is death, dishonorable discharge from the armed forces, reduction to the lowest enlisted grade and total forfeiture of pay and allowances, Kolb said. The mandatory minimum sentence is life imprisonment with the chance of parole.

Legal experts have said the death penalty would be unlikely in the case. The military hasn't executed a service member since 1961 when an Army ammunition handler was hanged for raping an 11-year-old girl in Austria. None of the six men currently on death row at Fort Leavenworth was convicted for atrocities against foreign civilians.

?This is just the first step in what?s going to be a very long process and it still remains to be seen whether this is actually going to be a death penalty case or not,? Daniel Conway, a lawyer and former Marine staff sergeant who has been involved in battlefield investigations in Iraq and Afghanistan of alleged crimes by U.S. soldiers, told msnbc.com. ?The basic idea here is that you can?t hold somebody in jail forever without charging them, so they?ve had to take this first step here.?

The charging document did not provide details about the killings, leaving the timeline unclear. The dead bodies were found in Balandi and Alkozai villages ? one north and one south of the base.

Members of the Afghan delegation investigating the killings said one Afghan guard working from midnight to 2 a.m. saw a U.S. soldier return to the base around 1:30 a.m. Another Afghan soldier who replaced the first and worked until 4 a.m. said he saw a U.S. soldier leaving the base at 2:30 a.m. It's unknown whether the Afghan guards saw the same U.S. soldier. If the gunman acted alone, information from the Afghan guards would suggest that he returned to base in between the shooting sprees.

It also is not known whether the suspect used grenades, Kolb said. The grenade launcher attachment is added to the standard issue M-4 rifle for some soldiers but not all, he said. Bales was assigned to provide force protection at the base.

Group gives up Humane Society-backed ballot effort

(AP) ? A group largely funded by the Humane Society of the United States says its giving up on a Missouri ballot initiative strongly opposed by farmers.

The group called Your Vote Counts! had been pushing for a state constitutional amendment that would make it more difficult for Missouri legislators to tinker with voter-approved laws. The campaign started after lawmakers watered down tough dog breeding laws voters approved in 2010.

Your Vote Counts! campaign manager Dane Waters said Friday the group felt comfortable pulling up stakes after meetings with lawmakers, although he declined to discuss any specific assurances.

Twenty-five agriculture groups organized against the initiative, and the leader of that effort issued a statement calling it "a great day for everyone that believes Missourians should determine how our state government should operate."

No snow, no problem: Green-powered indoor skiing

Ski season 2011-2012 for many adrenaline junkies in the U.S. is rotten, thanks to unseasonable warmth in the Northeast and below average snowfall in much of Utah, Colorado, and California.?

What's to blame? Global warming? La Nina? Natural variability? Whatever the reason, Swedish skiers got sick of the trend of reduced snowfall and took matters into their own hands: They convinced an architecture firm to design an indoor ski park that will be powered by green energy.

Construction of the nearly U.S. $3 billion Skipark 360? is slated to begin at the end of 2013, according to the firm, C.F. M?ller Architects, Berg Arkitektkontor.

The marquee structure is the 2,300-foot long slope with a 525-foot vertical drop, big enough, the group says, to make it the "only indoor ski slope in the world to meet the requirements for hosting the World Cup."

While this is far from the first indoor ski area - there are about 30 in use around the world today, the most famous in Dubai - this may be the greenest.

Solar, wind, hydro, and geothermal sources of energy will meet its anticipated 10 million kilowatt-hours of energy a year ? a nice feature given that rising consumption of fossil fuel energy is "very likely" to blame for the changes in the global climate that are making snowfall scarcer in some parts of the world.

The facility, which will also include a cross-country track and a snowboard park, will be open year round. It is being built about 45 minutes outside of Stockholm and expected to attract 550,000 visitors a year.

For skiers and snowboarders who'd rather get a face full of power in the great outdoors, head to the Pacific Northwest. Despite snow woes elsewhere in the country, Washington's Mt. Baker,?for example, reports a 258 inch base and season total, as of March 14, of 654 inches.

Having to say ?no? to a customer can be a difficult pill to swallow at times, especially when you empathize with the customer?s problem or issue, and you would like to say ?yes?, but company policy does not permit it.

For example, if a consumer calls about a product failure in Year 3 for a product covered by a 1-year warranty, you may have to say ?no? to a customer?s request (or demand) for a free replacement.

The most effective technique to use in situations like this one is to redirect the conversation as quickly as possible to what you can do, as opposed to dwelling on what you can?t do.

In our example, rather than keeping the conversation stuck on the warranty expiration issue, focus instead on the various available options for the customer and leading them to the best possible outcome for that customer from the available choices. Maybe you can assist them in arranging for a repair, or perhaps you can secure a discount for them on the purchase of a newer model. Much depends on the particular product, the relative cost and how much flexibility the company builds into its policies.

Regardless, the punch line is this: Always focus on what you can do, not on what you can?t.

The economic recession has brought many bailout ideas, and ultimately one of the many ideas what ?successful?. So, instead of steadily increasing income taxes, why not create a pollution tax? I mean, if the people are having a problem with paying mortgages, why increase income taxes and lower their actual income? The pollution tax is being enacted in England. Several corporations are being taxed create for the amount of pollution their factories. This will not only help with the recession it will also help reduce pollution and force them to look for alternative methods of fuel. Best answer:

They do. Emitter in most states are required to pay fees for their emissions. See Title I of the Clean Air Act. So, see Title V.

Indian girl trapped in life of cigarette rolling

DHULIYAN, India (AP) ? Sagira Ansari sits on a dusty sack outside her uneven brick home in this poor town in eastern India, her legs folded beneath her. She cracks her knuckles, then rubs charcoal ash between her palms.

With the unthinking swiftness of a movement performed countless times before, she slashes a naked razor blade into a square-cut leaf to trim off the veins. She drops in flakes of tobacco, packs them with her thumbs, rolls the leaf tightly between her fingers and ties it off with two twists of a red thread.

For eight hours a day, Sagira makes bidis ? thin brown cigarettes that are as central to Indian life as chai and flat bread.

She is 11 years old.

Sagira is among hundreds of thousands of children toiling in the hidden corners of rural India. Many work in hazardous industries crucial to the economy: the fiery brick kilns that underpin the building industry, the pesticide-laden fields that produce its food.

Most of the children in Sagira's town of Dhuliyan in West Bengal state work in the tobacco dust to feed India's near limitless demand for bidis.

Under Indian law, this is legal.

Sagira, who has deep brown eyes and a wide smile, joined her family's bidi work when she was 7. At first she just rolled out thread for her older sisters and brother, then she helped finish off the cigarettes, pushing down the open ends. Last year, she graduated to full-scale rolling.

She is not alone. Her best friend, Amira, also rolls bidis. So do Wasima and Jaminoor and the rest of the girls in a neighborhood that is, at its heart, a giant, open-air bidi factory.

Parents and children roll cigarettes on rooftops, in the alleyways, by the roads. One woman draped in a red shawl in the yard behind Sagira's house breast feeds her baby while rolling. Of the roughly 20,000 families in Dhuliyan, an estimated 95 percent roll bidis to survive.

Sagira is expert enough that even when distracted, her fingers continue to flit blindly through the tobacco shavings in front of her.

She says the work can make her ill, with a cold, a cough, a fever. Her head often aches. So do her fingers.

Sometimes, she takes her woven basket of tendu leaves and tobacco to the banks of the Ganges to roll in a circle with her friends. She stops every so often to splash in the river for a few moments. Then she gets back to work.

"I can't play around," she laments.

Manu Seikh, the bidi king of Sagira's neighborhood, sits on a roadside bench. In front of him lie orderly stacks of rupee bills ? tens, fifties, hundreds ? large bags filled with one- and two-rupee coins and a small box holding his asthma inhaler.

He and thousands of middlemen like him are the linchpins that provide the veneer of legality to the bidi industry, insulating the powerful companies selling bidis from the families and children rolling them.

Seikh, 66, got his start in a bidi factory when he was 16, back when bidis were rolled on the factory floor.

A 1986 law barred children under 14 from working with bidis and other hazardous industries, but left a huge loophole that allowed children to assist their families with work performed at home.

So now, while the tobacco is threshed, cut and blended in factories, it is then given to Seikh and other middlemen to distribute to families for rolling. The bidis are then brought back to the factory for roasting, packaging and shipping. A pack of 10 to 12 will retail for 6 rupees, or 12 cents.

The informal nature of the work makes it nearly impossible to count how many of India's 7 million bidi rollers are children, but estimates range from 250,000 to 1 million.

Every noon, adults and children carry baskets and tubs filled with bundles of bidis to Seikh's corner stall, where his men scan them for quality, reject those deemed substandard and stack the others in shallow wooden boxes. A bookkeeper makes a note in a ledger and hands over a chit for payment.

Then the rollers receive more tobacco and tendu leaves for another day's work.

Seikh blames poverty for forcing the children to work, and the government for failing to stop it.

"I am very concerned about children not going to school and losing their futures. But we are helpless," Seikh says.

In his nearby factory, Ranjan Choudhary, 37, also distances himself from blame, even as boys aged about 7 or 8 slide bidis into plastic pouches and seal them on a small stove.

Whatever the child labor laws say, he sees the industry as "a lifeline" for the people.

"It affects children, but for them to survive, this is the only industry here. There is no other source of income," he said.

The industry's chief trade group also brushed off responsibility.

"The child has every right to help the mother. As long as we don't recruit the children to roll bidis, I don't think we violate any act," said Umesh Parekh, chief executive of the All India Bidi Industry Federation.

Bidi rollers should "themselves exercise restraint" in using children, he said, adding that his trade group had no plans to fight against child labor.

"The industry is not doing anything for that. It is for the government to do," he said.

The government is reevaluating its child labor policy, said Mrutyunjay Sarangi, India's labor secretary, but had yet to decide on any concrete action.

"We are having discussions," he said.

India has tacitly recognized this Dickensian nightmare with a recent law making education compulsory up to age 14, said Bhavna Mukhopadhya of the Voluntary Health Association of India, an aid group. "Everything has a time, and I think this is the right time to do it ... you have to ban child labor across the board, strictly," she said.

But efforts to change the labor laws are complicated by the bidi industry's clout in government. One company owner even sits in the national Cabinet.

Sagira's town was once a textile center where her family for generations wove scarves and sarongs on hand looms.

Mired in poverty, they lived in a mud and thatch hut and could afford only a single meal a day for their 12 children. "We were starving," said Sagira's father, Mahmood Ansari.

Then the Ganges caused flooding that destroyed the family's house ? and its loom.

Meanwhile, merchants from other states realized the cheap labor here would be ideal for bidi work.

Sagira's grandfather turned to bidi rolling, then her father when he turned 12.

Now, every day at 8 a.m., Sagira, her 17-year-old brother and sisters aged 18 and 14 begin a four-hour rolling session. They stop to bathe and have lunch, spend a few hours cutting the tendu leaves into neat squares and then roll for a few more hours.

Because of bidis, his seven children are far better off than he was, Ansari said.

The family gets 75 rupees ($1.50) for every 1,000 bidis rolled, totaling about $150 a month. That's enough for three meals a day, with a little fish or egg once a week. A few months ago, Ansari used loans to replace the home of tarps and sticks his family had lived in for two decades with an unfinished two-room house of brick and plaster with dirt floors.

But there is not much hope for Sagira's future.

She's been to school only twice in the past month; she's too busy, her mother, Alea Bibi, said. She goes only when there's a reason, when new books are being handed out or to register for the aid the government gives to bidi rollers as an incentive to educate their children.

When she does show up, she is humiliated for her absences, made to hold her ears with her elbows outstretched and repeatedly sit down and stand up. It doesn't work, yet each year she graduates to the next grade, regardless of her attendance.

She barely knows math, but can at least count to 25, the number of bidis in a finished bundle.

But at night, after the work is done, her brother, who rarely attends school himself, uses her schoolbooks to teach her to read.

She dreams of being a schoolteacher.

Far more likely, she will get faster at rolling bidis, which will improve her marriage prospects. Then, as so often happens here, her husband might stop working, and she ? and eventually her own children ? will become the bidi-rolling breadwinners.

Her father sees no way to break the cycle.

"We are destined to roll bidis," he said.
