CAIRO (AP) ? In front of tens of thousands of cheering supporters, Egypt's first Islamist and civilian president-elect vowed Friday to fight for his authority and symbolically read an oath of office on Cairo's Tahrir Square on the eve of his official inauguration.

Mohammed Morsi's strongly worded speech was a show of defiance as he gears up to power struggle with the country's ruling generals who passed a constitutional declaration taking over major presidential powers in the days before election results were announced after a bitter campaign.

"Everybody is hearing me now. The government, the military and the police ... No power above this power," he said as the crowd roared. "I reaffirm to you I will not give up any of the president's authorities. I can't afford to do this. I don't have that right to that."

"You are the source of legitimacy and whoever is protected by anyone else will lose," he told his supporters.

He also addressed popular demands, vowing to work for the release of Omar Abdel-Rahman, the blind sheik jailed in the U.S. for a plot to blow up New York landmarks, as well as detained Egyptian protesters facing military tribunals.

"I will do my best to free all detainees, including Dr. Omar Abdel-Rahman," he said, pointing to a group of protesters holding a poster of the spiritual leader of men convicted in the 1993 World Trade Center bombing. Supporters have called for the sheik to be repatriated to Egypt on humanitarian grounds.

Morsi, a 60-year-old U.S.-trained engineer, narrowly defeated Ahmed Shafiq, Hosni Mubarak's last prime minister and a former air force general, in a runoff race that deeply polarized the nation. Initially put forward as a back-up candidate for the Muslim Brotherhood, he addressed the crowd with a booming voice, flanked by several security guards.

His victory has given Islamists a new boost after they overcame decades of suppression and arrests under Mubarak's secular regime to become Egypt's most influential post-revolutionary political force. However, the military has fought to check the Brotherhood's rise and maintain its hold on the reins of power.

At one point he opened his jacket to show the crowd he wasn't wearing a bulletproof vest, saying he "fears no one but God."

The speech ironically brought Republican Guard forces back to the square ? a rare occurrence as government security forces have avoided the area to avoid provoking protesters angry over continued military influence.

Many protesters had called for Morsi to hold his swearing-in ceremony in the square, the epicenter of mass protests that ousted Mubarak, but the military generals said it must be held in front of a high court, in the absence of a parliament. The ceremony was scheduled to be held Saturday.

However, he read an informal oath during his speech to the delight of the crowd. Many chanted "We love you Morsi" and "Oh marshal tell the truth, Morsi is your president, or not," referring to the head of the ruling military panel Field Marshal Hussein Tantawi.

The ruling generals have promised to transfer power to an elected president by Sunday. But they also have given themselves sweeping powers that undercut the authority of the president. The constitutional declaration ? issued days before the winner of a runoff vote was announced ? also designated the generals the country's legislature in place of the disbanded parliament.

The disbanding of parliament forced Morsi to take his oath in front of the Constitutional Court, which ruled against the parliament and whose judges were appointed by Mubarak.

He also reached out to the liberal and secular activists who spearheaded last year's uprising.

"The revolution continues ... with an elected president who leads the ship of the nation and leads the revolution," he said.

Egypt president's wife: Don't call me first lady

(AP) ? Egypt's new first lady Naglaa Ali Mahmoud and her predecessor Suzanne Mubarak have at least one thing in common: Both have seen their husbands and sons detained in Egyptian prisons.

The similarities appear to end there.

The deposed President Hosni Mubarak's wife was an elegant, sophisticated university graduate with a British mother. She was criticized for being elitist, vain, self-important, overbearing and oblivious to the plight of ordinary Egyptians.

By contrast, Islamist President-elect Mohammed Morsi's wife is a conservative, religious Muslim who wears a veil and did not attend college. Detractors consider her style to be emblematic of Egypt's steady march toward conservative Islam, while supporters proclaim that her modest demeanor and background embody the democratic spirit of the revolution.

Naglaa Ali Mahmoud has reportedly said she would prefer not to live in the Presidential Palace, and the couple has yet to move in. She also doesn't want to be called the first lady.

"I want to be called the president's wife," she told The Associated Press by telephone. "Who said that the president's wife is the first lady anyways?"

Instead, she said she prefers to be called Umm Ahmed, which means mother of Ahmed ? her eldest son. It's a moniker that some secular Egyptian elites might disdain as patriarchal. Her defenders note that unlike the two first ladies before her, she has not taken on her husband's last name in public in a sign of self-assertion that also falls in line with Islamic tradition throughout Egypt.

If she must have a title, she says, she would not mind being called "the first servant" of the people.

Her style so far could not be a more marked change in tone from the Mubaraks, who presided over massive corruption that enriched an elite cadre of businessmen and ruling party leaders while half the country of 85 million people struggled in abject poverty.

Morsi and his sons, like many activists of the Muslim Brotherhood movement he belonged to, were imprisoned during the Mubarak regime's three decades in power. The old regime banned the Brotherhood and persecuted, jailed and tortured its members as political opponents.

But now, as an Egyptian expression goes, the pyramid has been turned on its head.

The differences between the first ladies are symbolic of the sea change in Egyptian politics. Morsi is the country's first freely elected president in modern history, the first civilian and Islamist to hold the office.

And the 84-year-old Mubarak is serving a life sentence in prison for failing to stop the killing of hundreds of protesters during the uprising. His two sons Alaa and Gamal were recently acquitted of corruption on a legal technicality, but remain in jail awaiting a new trial on charges of insider trading.

For the nearly three decades of Mubarak's rule, roads were paved and flowers were planted for Suzanne's arrivals ? sometimes just temporarily while she briefly visited a university or a park ? at the cost of thousands of dollars.

Umm Ahmed sought immediately to draw a clear distinction between herself and her predecessors ? including former first lady Jehan Sadat, who, like Suzanne Mubarak, was also university-educated, impeccably dressed and coiffed and the daughter of a British mother.

But under the glare of her newfound fame, already the 50-year-old, bespectacled Umm Ahmed's style of dress is being picked apart. The way she wears the headscarf has been deemed by elites as the antithesis of elegance. In fact, there is already a war of words on social media over her conservative, modest style, which is shared by the vast majority of women in Egypt's impoverished villages and towns.

Her black abaya, or robe, is another mark of her mores. It is same one worn by many female followers of the Muslim Brotherhood.

She does not wear make-up or paint her nails in line with conservative Islamic tradition.

Some of her detractors are not opposed to her wearing a headscarf, but more with her choice of headscarves ? long scarves in solid colors that drape past her shoulders and are seen as a sort of Muslim Brotherhood uniform.

"I don't have a problem with her hijab (Islamic headscarf). But I do have a problem that it is phosphoric green," blogger Mahmoud Salem, a secular liberal, told the AP. He believes her image sends a message that this is what Muslim girls should dress like and will alienate Christians and Muslims who do not cover their hair.

"At the end of the day, the first lady is diplomatically representing Egypt. We did not choose to make her a public persona. (The Muslim Brotherhood) made her a public persona" who will be scrutinized, he added.

Egyptians will be watching closely to see whether Umm Ahmed chooses to meet foreign dignitaries, attends conferences and other events with or without her husband, and changes her style for formal occasions. Another question is whether she will follow conservative Islamic protocol and refuse to shake hands or otherwise touch the opposite sex. Her husband defied those protocols this week, days after he was named president, when he was pictured shaking hands with women.

She may choose instead to take on a quieter role by getting involved in local charity projects and avoid international travel and high-level diplomacy.

So far, Umm Ahmed has not completely shied away from the spotlight, as wives of rulers do in more conservative Islamic societies such as Saudi Arabia. She has given a handful of interviews to the media, has met with the families of protesters killed in the uprising and made appearances at campaign rallies for her husband.

As is common in the Arab world, Umm Ahmed married her cousin, Morsi, at a young age ? 17.

In an interview with the state-owned Nos al-Donia, or Half the World, a magazine geared toward women readers, she said her ring and dowry were "simple."

"The financial situation wasn't part of my calculations. ... What pulled me to him was a sense that he was a responsible man who will protect me," she said of Morsi. "It is enough that when my parents passed away, they were very pleased with him."

Less than two years after she married Morsi, she joined him in Los Angeles, where he was studying for a doctorate in engineering at the University of Southern California.

Two of their five children ? four boys and girl ? were born in the United States, making them U.S. citizens. She said the two have not returned, though, since they left as children.

While in California she worked as an Arabic-English translator for Muslim Americans, and the young couple became involved in charity projects. It was then that they joined the fundamentalist Muslim Brotherhood.

Years later in Egypt, when Morsi was detained for eight months in 2008 for activity on behalf of the banned Brotherhood, she said she felt "inner peace" even though he was "the backbone of the household."

Multiple times, according to her interview with Nos al-Donia, her home was raided and her sons interrogated and detained. During one of those raids, she said she advised her son just before his arrest to use his time in prison to relearn the Quran, Islam's holy book, and memorize it again. She told him to consider it a political detention and something to be proud of.

"This is our life and our sacrifices that we endure and we will continue to give to our country until we feel dignity on this kind land," she was quoted as saying.

In the same interview, she described a regular family life, watching movies together at home and taking vacations to Egypt's beaches.

Fatema Abouzeid, a young Brotherhood activist, said she met her in May for the first time and found her to be modest and social.

"She is not arrogant and even when people would talk nicely about her husband, she would reply simply with 'thank Allah'," Abouzeid said. "I don't want to compare her with Suzanne, but the major difference I could see is her manner with people. She was standing normally among people and speaking normally."

Former Brotherhood lawmaker Azza al-Gharf, who has known Umm Ahmed for the past five years, said the new first lady would sit among the crowds during her husband's campaign rallies, nearly unnoticed and refusing special seating.

Al-Gharf said what makes Umm Ahmed so different from her predecessor, Suzanne, is that "she is one of us" and has suffered the problems of many Egyptians.

"She is a true Egyptian woman. She is standing by her husband with all devotion," al-Gharf said. "As the Muslim Brotherhood, we do not want another first lady for Egypt. We want a wife who stands by her husband, but who knows her limits."

New Construction Starts to Rise 2% in 2012

NEW YORK,?NY -?McGraw-Hill Construction,?part of The McGraw-Hill Companies,?today released its 2012 Dodge Construction Outlook Midyear Update projections, which revise the forecasts provided last October at the firm's annual Outlook Conference in Washington DC. The Outlook Midyear Update predicts that total construction starts for the U.S. will increase 2% this year to $445 billion, up from the $434 billion reported for 2011. While slightly better than the flat performance for 2012 construction starts predicted last fall, the updated forecast still portrays an industry struggling to gain upward momentum.

"The construction industry has yet to move from a hesitant up-and-down pattern to more sustained expansion," stated Robert A. Murray, Vice President of Economic Affairs for McGraw-Hill Construction. "After plunging 23% in 2009, new construction starts edged up only 1% in 2010 and were unchanged in 2011, so the modest 2% increase predicted for 2012 is really more of the same. The backdrop for the construction industry remains the fragile U.S. economy, which continues to see slow employment growth, diminished funding from federal and state governments, and the uncertainty related to the U.S. fiscal stalemate and the European debt crisis. On the plus side, energy costs are now receding, interest rates are very low, and lending standards are beginning to ease for commercial real estate development." Given these divergent factors, the construction market this year continues to see a mix of pluses and minuses by major sector, as follows:

Single family housing in 2012 will advance 21% in dollars, corresponding to a 19% increase in the number of units to 490,000 (McGraw-Hill Construction Dodge basis). While still at a very low amount, single family housing for the past year has been able to register small yet steady gains.

Multifamily housing in 2012 will climb 19% in dollars and 18% in units, given rising occupancies and rents, which reflect elevated demand from potential homebuyers still reluctant or unable to move ahead with purchasing a single family home.

Commercial building in 2012 will grow 10%, following the 12% gain in 2011. Warehouses and hotels will see the largest percentage increases, joined this year by a moderate gain for stores while office construction sees more privately financed projects but less government office buildings.

The institutional building market in 2012 will fall an additional 10%, after sliding 11% in 2011. The tough fiscal environment for states and localities continues to dampen school construction, and the uncertain economic environment is restraining healthcare facilities.

The manufacturing building category in 2012 will retreat 20%, following the 75% jump in 2011 which featured the start of several unusually large projects.

Public works construction in 2012 will slide a further 6%, after last year's 14% decline. This reflects government spending cuts and the absence of a multiyear federal transportation bill.

Electric utility construction in 2012 will essentially hold steady with its exceptionally strong 2011 amount, helped by this year's start of two large nuclear power projects.

Copies of the report will be available on June 28th at?McGraw-Hill Construction Research.

McGraw-Hill Construction connects people, projects, and products across the construction industry. For more than a century, it has remained North America's leading provider of project and product information, plans and specifications, and industry news, trends, and forecasts. McGraw-Hill Construction serves more than one million customers in the global construction industry through Dodge, Sweets, Architectural Record, Engineering News-Record, GreenSource, and SNAP.

BRUSSELS (AP) ? A European court on Wednesday upheld most of a massive fine levied against Microsoft by the European Commission's competition watchdog, closing a case against the software giant that began in 1998.

In an appeals ruling, the General Court of the European Union rejected Microsoft Corp.'s request to dismiss the fine levied in 2008, but did trim it by ?39 million to ?860 million ($1.1 billion). Counting two earlier fines, the case has wound up costing Microsoft a grand total of ?1.64 billion.

That's the most ever resulting from a single antitrust case in Europe, though in 2009 Intel Corp. was hit with the largest single fine, ?1.09 billion.

The court in Luxembourg said its decision "essentially upholds the Commission's decision and rejects all the arguments put forward by Microsoft in support of annulment."

The ?860 million fine is a "penalty for noncompliance" with the watchdog's 2004 order for Microsoft to make computer programming code available that would allow competitors' products to interface properly with Microsoft's server software.

Microsoft did so, but at a price the Commission said was so exorbitant it amounted to not complying.

The court upheld that finding, but said Microsoft deserved a small break because of a letter the Commission sent in 2005 saying the company didn't have to freely distribute code that wasn't its own and was freely available elsewhere. That letter gave Microsoft some room to think it was okay to continue acting the way it had until 2004, and should have been "taken into account in determining the gravity of the conduct found to be unlawful," the written decision said.

The Commission's top regulator Joaquin Almunia said the judgment "fully vindicates" his office's action against Microsoft and "brought significant benefits to users."

"A range of innovative products that would otherwise not have seen the light of day were introduced on the market," thanks to the Commission, he said.

Microsoft was less enthusiastic.

"Although the General Court slightly reduced the fine, we are disappointed with the Court's ruling," the company said in a statement.

Microsoft was initially fined ?497 along with the 2004 order, then it was penalized another ?280.5 million for noncompliance in 2006, and then another ?899 million in 2008.

The company has already booked provisions for all the fines and penalties and after the ruling it has no active outstanding quarrels with European regulators.

"In 2009 Microsoft entered into a broad understanding with the Commission that resolved its competition law concerns," the company said.

Most notably in the 2009 deal, Microsoft ended an investigation into allegedly abusive practices for bundling its Internet Explorer web browser along with its operating systems. Microsoft agreed to instead offer customers a range of browsers to choose from.

In a sign of the times, Microsoft itself turned to the watchdog in 2012, asking it to investigate Google Inc. for anticompetitive practices. Microsoft alleged that Google was demanding unreasonable fees to license its technologies and asking courts to pull Microsoft products from shelves if they don't pay up. Google shot back with a similar request for the Commission to again investigate Microsoft last month.

Many observers say companies such as Apple Inc., Google and Microsoft are increasingly acting as "patent trolls," using the legal and regulatory systems as tools to thwart competitors as part of their wider struggle for market share.

Almunia said in February "the Commission will continue to keep a close eye on the behavior of all market players in the sector, particularly the increasingly strategic use of patents."

Connecticut Pediatrician Confesses To Possession Of Inappropriate ...

A Connecticut pediatrician is facing up to 20 years in prison after pleading guilty to possessing more than 100,000 child pornography images and videos.

Todd Parrilla, 48, pleaded guilty in Hartford Federal court on Monday.

The sicko doc was nailed in August 2011 after cops in Kansas City downloaded more than 100 child-pornography images from a directory he managed from his home in Stonington, Conn., The Day newspaper reported.

A raid on his home turned up more than 100,000 images and 10,000 videos of children and teens on his computer and hard drives.

?This is a heinous crime,? said David Fein, U.S. Attorney for the District of Connecticut, according to local NBC.

?That it was committed by a pediatrician, whose profession is committed to the well-being of children, makes it especially disturbing.?

As part of his plea, the once-respected children?s doctor was forced to cop to his crimes during sentencing before the judge.

?I downloaded and used a file-share program to receive images,? he said, according to The Day. ?I exchanged images with the same program.?

Prosector Raymond F. Miller took issue with Parilla?s sanitized confession.

?The defendant talks about ?images? here,? Miller said. ?We?re talking about child pornography.?

Parilla will remain free until he is sentenced on October 24.

WTF so this sicko is just roaming the streets a free man for the next four months??? Where is the justice in that?

(AP) ? The question drew a chuckle from Novak Djokovic.

Could the prestigious Grand Slam tournament Wimbledon, officially called simply The Championships, be thought of as a dress rehearsal this year?

After all, the tennis portion of the London Olympics will be held on the same grass courts at the All England Club, starting July 28, three weeks following the end of Wimbledon.

"I don't believe that Wimbledon can be rehearsal for anything," Djokovic said Sunday, gently tapping his fingers on the desk in front of him. "It's (the) most respected, most well-known, most valuable tennis tournament in the world. This is, in my opinion, the pinnacle of our sport. Of course, Olympic Games are something (beyond) comparison with any other tournaments."

OK, so forget the notion of Wimbledon-as-tuneup. Still, the No. 1-ranked Djokovic and others are excited about the prospect of playing at their sport's most hallowed ground for more than one prize this season.

"It is very emotional, because it is not just you who matters there, it's the whole nation. So there is a huge excitement going on with all the tennis players prior to the Olympic Games," said Djokovic, who will carry Serbia's flag at the opening ceremony next month.

Serena Williams explained: "As a tennis player, you get to play Grand Slams, which you get to play every other week, it seems. You don't think about the Olympics. It's just an added bonus."

Djokovic begins the defense of his Wimbledon title ? and, um, Olympic preparations ? on Monday, playing the first match on Centre Court, an honor given the previous year's male champion. He'll face Juan Carlos Ferrero, who won the French Open in 2003 and briefly held the top spot in the ATP rankings that year.

Others scheduled to play on Day 1 include No. 3 Roger Federer, a six-time Wimbledon champion, against 43rd-ranked Albert Ramos; No. 1 Maria Sharapova against 133rd-ranked Anastasia Rodionova; five-time Wimbledon champion Venus Williams against 79th-ranked Elena Vesnina; four-time major champion Kim Clijsters, who's entered in the tournament for the final time before retiring in September, against another former No. 1, Jelena Jankovic; along with Americans John Isner, James Blake, Ryan Harrison, Christina McHale, Melanie Oudin and Sloane Stephens.

They'll all be wearing "almost entirely white" clothing to adhere to the tournament's strict rules, which call for a player to be defaulted if not in proper attire. That'll change come Olympic time, though, as will other aspects of the look and feel of the place ? such as the sure-to-be-ubiquitous five-ring logos.

Clijsters spoke Sunday about recently receiving her Belgian Olympic outfit.

"I saw the red skirt," she recounted. "I was like, 'Red skirt at Wimbledon?'"

Said Djokovic: "It's going to be interesting to see colors in Wimbledon, I believe, because we always go out on the court all-white dressed. We're going to have the opportunity to wear the national colors, so it's going to be interesting to see that."

Then, turning to tennis talk, he added: "Knowing that I had great success in 2011 on Wimbledon grass actually gives me confidence before this year's Wimbledon and Olympic Games."

Not that he lacks self-belief anywhere. Or should.

Djokovic won four of the last six Grand Slam titles, and nearly became the first man in 43 years to earn four in a row. But his 27-match winning streak at major tournaments ended with a four-set loss to No. 2 Rafael Nadal in the French Open final two weeks ago.

Asked how he was able to put that in the past, Djokovic replied: "Well, I had to."

"It's behind me now ? I was so close ? even though there was a slight disappointment after the match, because I was aware of the chance that I had in Roland Garros," he said. "But the day after, I felt good about my tournament, about my achievement in Paris. It was the first time I ever have been in the finals of Roland Garros. ... I'm still only 25, so I believe that I have a lot more years and a lot more chances to win Roland Garros."

He famously plucked some blades of grass from the Centre Court lawn, then shoved them in his mouth, after beating Nadal in last year's Wimbledon final.

That was Djokovic's first title of any sort on grass, allowed him to overtake Nadal atop the rankings and cemented the Serb as the new man to beat in tennis. He followed that up by beating Nadal in the finals at the U.S. Open in September and Australian Open in January, too.

They are the first men to meet in four successive Grand Slam finals; even Nadal and Federer never played each other in more than two in a row, although their eight major finals overall (Nadal leads 6-2) is a record.

"When I started to play well, Roger always was there. With Novak, it's little bit the other way: I was there, and then he came," said Nadal, who has played in five Wimbledon finals, winning two. "So (it's) difficult for me to analyze which rivalry is more important, less important, more attractive, less attractive."

There is something about which Nadal is certain, however, when it comes to all of these matchups with Djokovic and Federer on the sport's biggest stages.

"If you are not able to improve your level of tennis," Nadal said, "you are dead."

Summer heat: Week's events could drive election

WASHINGTON (AP) ? If you pay attention to election 2012 at all this summer, make it this week.

Decisions out of Washington are sure to have an impact on the major issues driving the presidential and congressional elections: Jobs. How much is in your wallet. Health insurance, immigration, campaign finance and more.

Lawmakers face deadlines on legislation determining the interest rate students pay for loans, overhaul of the federal transportation program, and money for the system that provides insurance for homes and businesses in flood-risk areas. The Supreme Court, meanwhile, is rendering judgment Thursday on the health care overhaul law, President Barack Obama's signature legislative achievement.

"I saw some story about (how) this is the week that could make or break Barack Obama. I don't buy it," said Sen. Tom Harkin, D-Iowa, chairman of the Senate Health committee, who personally invested considerable time into passage of the health care law. "It's an important week, sure."

In opinion polls, voters put the economy at the top of their list of concerns along with unemployment, which stands at 8.2 percent. They worry about federal spending at a time of record-breaking deficits, how to pay for their health care, and immigration policy. And in interview after interview, respondents say they are extremely concerned about their personal finances.

These are the substantive issues the presidential and congressional candidates are certain to focus on in the fall as they battle for the presidency, congressional majorities and the loyalties of persuadable voters. There are plenty of those ? a quarter of registered voters have yet to commit to Obama or Republican challenger Mitt Romney, according to an Associated Press-GfK poll this month. The ranks of the undecided will shrink before Election Day, but this group could make the difference in a close presidential race and in congressional contests.

Republicans need a net four seats to seize control of the Senate from the Democrats. In the House, Democrats need a net of 25 seats to oust the GOP majority.

The action in Washington also affects key constituencies both parties are trying to woo, including Hispanics, women, seniors and small businesses.

In the near term, lawmakers want to complete the outstanding legislation and avoid having to explain to constituents over the weeklong July 4th break why Congress failed to protect jobs in the transportation industry, students with loans and homes threatened by flooding.

"We have lots to do and a very short time to do it," Senate Majority Leader Harry Reid, D-Nev., said Monday from the Senate floor.

By June 30, the House and Senate must pass a highway spending bill ? or extend current law ? that negotiators say would save or create more than 2 million jobs. Other congressional bargainers are working fast to head off a July 1 doubling of interest rates on federal loans to 7.4 million college students. The government's flood insurance program expires at the end of July if not renewed, and a Senate vote is expected this week.

Across the street, the Supreme Court handed down a mixed decision on immigration Monday, tossing out major parts of Arizona's tough crackdown on illegal immigrations while unanimously approving the requirement that police check the immigration status of those they stop for other reasons. The court also upheld unlimited corporate spending on political campaigns.

Though the economy remains the No. 1 worry for voters, the health care ruling could have the biggest near-term political impact. Both parties have big strategic guns at the ready.

If the Supreme Court upholds the Obama health care law, it would mean validation for the president and the Democrats in Congress who muscled the legislation to passage in 2010, when they controlled both houses of Congress. But the overhaul mobilized small-government advocates and was a big force behind the GOP takeover of the House that year. So if the law is upheld, Republicans have a clear case to make for strengthening their numbers and their power to overturn all or parts of it.

But if the court strikes any part down, the defeat for Obama could mean uncertainty for both parties.

Congressional Republicans intend to seek quick repeal of any parts of the health care law that survive the court's ruling, but they don't plan to push replacement measures until after the November elections. Obama and congressional Democrats haven't said what they would do in the event the court rejects the law.

"We remain confident that the Affordable Care Act is constitutional and we are ready for whatever decision is rendered by the Supreme Court," White House press secretary Jay Carney said.

The high court's decision to throw out key provisions of Arizona's crackdown on illegal immigrants guarantees that the issue has a high profile in the elections as Obama tries to protect his party's substantial lead among Hispanics, and Republicans seek to narrow the polling advantage.

Democrats howled that the Arizona immigration law decision clears the way for racial profiling, while Republicans said the decision upholds states' rights to enforce their own immigration policies. Both sides insisted that Congress needs to pass a long-term immigration policy that applies to the estimated 11 million people in the country illegally, an issue that has divided lawmakers for years.

"No American should ever live under a cloud of suspicion just because of what they look like," said Obama, who won two-thirds of the Latino vote in 2008 and recently issued a directive that protects young immigrants who came illegally to the United States as children. Obama pledged in 2008 to push for passage of comprehensive changes in immigration laws, but the effort stalled in Congress and Obama turned his attention to addressing the economy and pressed ahead with passing an overhaul of health care laws.

Romney, campaigning in Arizona on Monday, blamed Obama for lack of action on immigration. He also said states have the right to secure their borders, "particularly when the federal government has failed to meet its responsibilities."

Within a few hours of the court's ruling on immigration, Republican Rep. John Mica, who's in a tough GOP primary race in Florida against Rep. Sandy Adams, asked his constituents in a letter to "stand with me for Arizona's state rights."

"P.S.," Mica added. "Will you consider making a contribution to my campaign today?"
