NHK flaunts new 8K Ultra HD compact camera, looking at 2016 broadcast trials

While you're still settling in to HDTV, NHK is already looking past 4K toward 8K broadcast trials -- and it has the hardware to do it. The Japanese broadcaster just showed off a compact 8K broadcast camera that uses the H.265 encoder we saw earlier, and packs a 33-megapixel sensor and drive circuits into a mere four square inch package. Unlike NHK's 8K, 120Hz Super Hi-Vision cam, this more compact model runs at 60fps. Broadcast trials are scheduled to begin in 2016 in Japan, regardless of whether you can see the pixels or not.

Home Mortgage Rates at Highest Level in a Year | AOL Real Estate

Ben Bernanke, Federal Reserve chairmanWorries the Federal Reserve may begin to slow its stimulus efforts sent U.S. mortgage rates last week to their highest level in a year, drying up demand for home refinancings, data from an industry group showed on Wednesday. The Mortgage Bankers Association said interest rates on fixed 30-year mortgage rates surged 12 basis points to average 3.90 percent in the week ended May 24. It was the highest level since May of last year and the biggest jump in 14 months.

The rise sent the seasonally adjusted index of mortgage application activity down 8.8 percent as refinancing applications tumbled 12.3 percent. It was the biggest drop in refinance applications this year as demand fell to the lowest level since December. The refinance share of total mortgage activity decreased to 71 percent of applications from 74 percent the week before.

Still, the gauge of loan requests for home purchases, a leading indicator of home sales, rose 2.6 percent, suggesting potential homeowners may have sought to lock in a still-low rate.

Fed chairman Ben Bernanke (pictured above) said last week the Fed could scale back the pace of its bond purchases at one of the "next few meetings" if the economic recovery looked set to maintain forward momentum. The comments sowed concerns among investors that the Fed's ultra-loose policy could end sooner than expected. Encouraging economic data last week also contributed to that view as home sales rose and durable goods orders improved.

"Rates rose in response to stronger economic data and an increasing chance that the Fed may soon begin to taper their asset purchases," Mike Fratantoni, MBA's vice president of research and economics, said in a statement.

The Fed is currently buying $85 billion a month in bonds and mortgage-backed securities as it seeks to keep borrowing rates low. The low rates have helped the housing market, luring in buyers off the sidelines. The recovery in housing has been gaining traction since last year and data on Tuesday showed home prices saw their biggest annual increase in nearly seven years in March.

Rates had already been on the rise before Bernanke's comments and have gained 31 basis points since the start of the month. The survey covers over 75 percent of U.S. retail residential mortgage applications, according to MBA.

NOAA: Louisiana red snapper recreational fishing season extended ...

The following is a news release from the Louisiana Department of Wildlife and Fisheries:

NOAA officials have announced a change to Louisiana?s federal red snapper recreational fishing season, which was originally set to run nine days, will now begin on June 1 and remain open through June 24, with a bag and possession limit of 2 fish per person at a 16-inch minimum total length.?

This week LDWF Secretary Robert Barham will officially modify Louisiana?s red snapper season to mirror the federal season. There will also be discussion of the state snapper season at the next Louisiana Wildlife and Fisheries Commission meeting set for Thursday, June 6.

Organic polymers show sunny potential: Groundwork laid for block copolymer solar cells

May 29, 2013 ? A new version of solar cells created by laboratories at Rice and Pennsylvania State universities could open the door to research on a new class of solar energy devices.

The photovoltaic devices created in a project led by Rice chemical engineer Rafael Verduzco and Penn State chemical engineer Enrique Gomez are based on block copolymers, self-assembling organic materials that arrange themselves into distinct layers. They easily outperform other cells with polymer compounds as active elements.

The discovery is detailed online in the American Chemical Society journal Nano Letters.

While commercial, silicon-based solar cells turn about 20 percent of sunlight into electricity and experimental units top 25 percent, there's been an undercurrent of research into polymer-based cells that could greatly reduce the cost of solar energy, Verduzco said. The Rice/Penn State cells reach about 3 percent efficiency, but that's surprisingly better than other labs have achieved using polymer compounds.

"You need two components in a solar cell: one to carry (negative) electrons, the other to carry positive charges," Verduzco said. The imbalance between the two prompted by the input of energy -- sunlight -- creates useful current.

Since the mid-1980s, researchers have experimented with stacking or mixing polymer components with limited success, Verduzco said. Later polymer/fullerene mixtures topped 10 percent efficiency, but the fullerenes -- in this case, enhanced C-60 buckyballs -- are difficult to work with, he said.

The Rice lab discovered a block copolymer -- P3HT-b-PFTBT -- that separates into bands that are about 16 nanometers wide. More interesting to the researchers was the polymers' natural tendency to form bands perpendicular to the glass. The copolymer was created in the presence of a glass/indium tin oxide (ITO) top layer at a modest 165 degrees Celsius.

With a layer of aluminum on the other side of the device constructed by the Penn State team, the polymer bands stretched from the top to bottom electrodes and provided a clear path for electrons to flow.

"On paper, block copolymers are excellent candidates for organic solar cells, but no one has been able to get very good photovoltaic performance using block copolymers," Verduzco said. "We didn't give up on the idea of block copolymers because there's really only been a handful of these types of solar cells previously tested. We thought getting good performance using block copolymers was possible if we designed the right materials and fabricated the solar cells under the right conditions."

Mysteries remain, he said. "It's not clear why the copolymer organizes itself perpendicular to the electrodes," he said. "Our hypothesis is that both polymers want to be in contact with the ITO-coated glass. We think that forces this orientation, though we haven't proven it yet."

He said the researchers want to experiment with other block copolymers and learn to control their structures to increase the solar cell's ability to capture photons and turn them into electricity. Once they have achieved higher performance from the cells, the team will look at long-term use.

"We'll focus on performance first, because if we can't get it high enough, there's no reason to address some of the other challenges like stability," Verduzco said. Encapsulating a solar cell to keep air and water from degrading it is easy, he said, but protecting it from ultraviolet degradation over time is hard. "You have to expose it to sunlight. That you can't avoid."

Co-authors of the paper are Rice graduate students Yen-Hao Lin and Kendall Smith; Penn State graduate student Changhe Guo and undergraduate Matthew Witman; Argonne National Laboratory researcher Joseph Strzalka; Lawrence Berkeley National Laboratory postdoctoral researcher Cheng Wang and staff scientist Alexander Hexemer; and Enrique Gomez, an assistant professor in the Penn State Department of Chemical Engineering. Verduzco is an assistant professor of chemical and biomolecular engineering.

The National Science Foundation, the Department of Energy, the Welch Foundation, the Shell Center for Sustainability and the Louis and Peaches Owen Family Foundation supported the research.

biofuelAbout 1.2 billion people, almost the population of India, do not have access to electricity, 2.8 billion have to rely on wood or other biomass to cook and heat their homes, renewable energy accounts for 18 percent of the global energy mix, and the largest energy savings and greatest expansion of renewables happened in China.

These are just some of the findings of a unique new report by a multi-agency team led by the World Bank. The report, compiled by experts from 15 agencies, is the first of a series to monitor progress towards the three objectives of the Sustainable Energy for All initiative, launched in 2011 by the United Nations Secretary General, Ban Ki-moon.

The initiative, whose advisory board is co-chaired by the World Bank Group President, Jim Yong Kim, is mobilizing a global coalition of governments, private sector and civil society to achieve, by 2030, its three objectives of universal access, doubled renewables and doubled energy efficiency improvement.

The report, published on Tuesday by the Online Media Briefing Centre of the World Bank, puts numbers to those three objectives and identifies what needs to change where and how to do it.

?Demand continues to outpace supply of electricity: That electricity needs to be affordable, and generated more and more in a sustainable way, and used more efficiently,? said World Bank Vice President Rachel Kyte, in launching the report. ?To rise to this challenge ? to meet peoples? basic needs and to do so sustainably clearly requires a scale of effort we have never seen before.?

About 80 percent of those without access to modern energy live in rural areas. Although 1.7 billion people gained access to electricity between 1990 and 2010, this is only slightly ahead of population growth of 1.6 billion over the same period.

The pace of expansion will have to double to meet the 100 percent access target by 2030. To bring electricity to that one billion plus people using conventional energy sources would increase global carbon dioxide emissions by less than one percent.

The report finds only ?modest? progress since 1990 on expanding access to electricity and clean household fuels, increasing the share of renewable energy and improving energy efficiency.

Twenty countries in Asia and Africa account for about two-thirds those without access to electricity, and three-quarters of those who use solid fuels?wood, charcoal, animal and crop waste, and coal?to cook or heat their homes.

The study calculates that renewable energy accounted for 18 percent of the global energy mix in 2010, and that the improvement rate of energy efficiency, described by a compound annual growth rate of energy intensity (CAGR), was -1.3 percent between 1990 and 2010.

Twenty so-called ?high-impact? countries identified in the report as accounting for 80 percent of energy consumption will need to lead the way on doubling the share of renewables to 36 percent of the global energy mix and doubling energy efficiency.

Decisive action is needed to achieve these goals, the report concludes, including more than doubled energy investments, as well as ?a comprehensive package of policy measures, including fiscal, financial and economic incentives, phasing out fossil fuel subsidies, and pricing of carbon.?

The report shows that China has recorded the largest energy savings and greatest expansion in renewable energy globally. India has electrified an annual average of 24 million people and provided 20 million a year with access to modern cooking and heating fuels since 1990.

?In the report, we refer to high-impact countries that offer the most potential to make rapid progress towards the goals,? said Vivien Foster, Energy Sector Manager at the World Bank, who led the report team.

?This report suggests that they can draw lessons from the experience of what we call fast-moving countries. Interestingly, China and India fall in both categories.?

It also calls on countries, international organizations, private sector investors and civil society to increase energy investments focused on the three objectives by at least $600 billion a year until 2030, more than doubling the current estimated $409 billion. The additional $600 billion would include $45 billion for electricity expansion, $4.4 billion on modern cooking, $394 billion in energy efficiency, and $174 billion on renewable energy.

The Global Tracking Framework Report identifies countries with most potential to make ?high-impact? progress on sustainable energy and specifies policy measures to scale up action.

(AP) ? For the second time this year, a fire at sea has aborted a cruise ship's voyage. This time, aboard Royal Caribbean's Grandeur of the Seas and the ship's 2,200 passengers were expected back in Baltimore on Tuesday after being flown on charter flights from the Bahamas.

The fire that began at 2:50 a.m. Monday was extinguished about two hours later with no injuries reported. A cause wasn't immediately known but the U.S. Coast Guard and the National Transportation Safety Board planned to investigate.

The ship, which left Baltimore on Friday for a seven-night cruise, was headed originally to CocoCay, Bahamas. Royal Caribbean said the ship never lost power and was able to sail into port in Freeport, Bahamas, Monday afternoon. The ship launched in 1996 and was refurbished last year.

Royal Caribbean said on its website and through social media that executives met with passengers in port and that the cruise line was arranging flights for all 2,224 guests. Also, passengers will get a full refund of their fare and a certificate for a future cruise.

Aboard ship, the captain announced that passengers needed to go to their muster stations, said passenger Mark J. Ormesher in an email to The Associated Press. Immediately after, his room attendant knocked on the door and told him and his girlfriend to grab their flotation devices. The attendant said it wasn't a drill.

Ormesher, a native of England, who lives in Manassas, Va., said he and his girlfriend smelled acrid smoke as they went to their muster station, the ship's casino. The crew quickly provided instruction.

"This encouraged calm amongst the passengers," he said. Passengers were required to remain at their stations for four hours, he said, and the captain "provided us as much information as we needed to stay safe."

Ormesher, who is 25 and on his first cruise, said the air conditioner had been shut off, and as the hours passed and the ship got hot, bottled water was distributed. The crew and passengers remained calm, and helped those who needed it. Crying babies were given formula and held while their parents used the bathrooms.

Photos show a substantial area of the stern burned on several decks of the ship the length of about three football fields.

Royal Caribbean said all guests and 796 crew were safe and accounted for. Royal Caribbean spokeswoman Cynthia Martinez said in an email that the company was arranging 11 different charter flights.

The company in a statement on its website said it is "deeply sorry for this unexpected development in our guests' vacation. We understand that this may have been a very stressful time for them. We appreciate their patience and cooperation in dealing with this unfortunate situation."

Carnival Corp. also had trouble with fire aboard ship earlier this year.

The 900-foot (275-meter) Triumph was disabled during a February cruise by an engine room fire in the Gulf of Mexico, leaving thousands of passengers to endure cold food, unsanitary conditions and power outages while the ship was towed to Mobile, Ala. It remained there for repairs until early May when it headed back to sea under its own power.

On the Royal Caribbean ship, after passengers were allowed to leave their stations, Ormesher said he saw water on the outside of deck 5 and in the hallways. The mooring lines were destroyed he said; crew members brought new lines from storage.

The damage at the rear of the ship "looks bad," Ormesher said; burned out equipment was visible.

Martinez said in a news release that a cruise scheduled aboard the Grandeur of the Seas for May 31 has been canceled so the ship can be repaired.

Kentucky policeman shot and killed in apparent highway ambush

(Reuters) - A Kentucky policeman was shot and killed in an apparent ambush when he stopped to pick up debris on a highway exit ramp, the Courier-Journal newspaper said on Sunday.

Bardstown Police Officer Jason Ellis, 33, was found shot to death on an exit ramp on the Blue Grass Parkway in north central Kentucky early Saturday morning.

Investigators could not be reached for comment on Sunday. The Courier-Journal said state police answered a call about an accident on the exit ramp and found Ellis lying outside his parked police cruiser, which had its emergency lights on and had not been in a crash.

He had not spoken to dispatchers and had apparently stopped to pick up debris that had been deliberately placed in the roadway, the newspaper quoted Kentucky State Police as saying.

Ellis had been with the Bardstown Police Department since 2006 and left behind a wife and two small children, the department said on its Facebook page.

He was the first officer killed in the line of duty in Bardstown, a town of 12,000 people about 40 miles south of Louisville, television station WLWT said.

SOUTHERN SHUNEH, Jordan (AP) ? Secretary of State John Kerry declared Sunday he believes a potential $4 billion plan is emerging that could expand the Palestinian economy by up to 50 percent in the next three years.

It could also cut unemployment by almost two-thirds, and average wages could jump 40 percent, he said. But Kerry said it all depends on parallel progress on peace between Israel and the Palestinians.

Kerry has been working with former British Prime Minister Tony Blair and global business leaders to devise economic plans to revitalize the Palestinian economy. He offered few specific details and acknowledged that his vision might easily be taken as fantasy in a part of the world that has suffered through decades of conflict, and where peace prospects remain dim.

"We know it can be done," he insisted. "This is a plan for the Palestinian economy that is bigger, bolder and more ambitious than anything proposed" in the last two decades.

Kerry, outlining his hopes at a business conference on the Dead Sea in Jordan, was unsparing in his bold economic predictions:

?Palestinian agriculture production could double or triple.

?Tourism could triple.

?100,000 new homes, many of them energy efficient, could be built in the next three years.

The former Massachusetts senator, who has been trying as well to restart direct Israeli-Palestinian peace negotiations, was to meet later Sunday in Amman with Blair, American hedge fund investor Tim Collins and the foreign ministers of Jordan and the United Arab Emirates.

He said he has been coordinating with leading business experts around the world and that the plan would explore new opportunities in tourism, construction, light manufacturing, agriculture, energy and communications.

"Is this a fantasy?" Kerry asked the crowd. "I don't think so, because there are already great examples of investment and entrepreneurship that are working in the West Bank. We know it can be done, but we've never experienced the kind of concentrated effort that this group is talking about bringing to the table."

He said Israeli Prime Minister Benjamin Netanyahu and Palestinian President Mahmoud Abbas support the plan, but he added that it won't truly take hold unless both sides make headway on restarting peace talks.

Abbas also attended the conference in Jordan, as did Israeli President Shimon Peres, though they offered two starkly different messages on the peace impasse. The Palestinian leader spent much of the time criticizing Israeli intransigence, while the Israeli Nobel Peace Prize laureate pressed his government's view that negotiations should begin immediately without preconditions.

Kerry allowed that barriers to commerce would have to be removed to spur economic growth. The Palestinians have long complained about limitations on movement and investment that have hampered its economic potential.

Kerry has made four trips to Israel and the Palestinian territories over the last two months in an effort to rejuvenate the peace process. He hasn't made any tangible success so far but insists he is engaged in productive talks with both sides.
